Important information: This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2- ‘Synopses of Proposed Contract Actions’ in preparation for the release of the Request for Quotations (RFQ) at a later date. The Government plans to issue the solicitation in June-July 2025.  The Government will launch the solicitation in SAM.gov when it is available.

This is a pre-solicitation notice for non-personal services to provide all management, tools, equipment, and labor necessary to ensure the supply and installation of new modular, non-FEBR, stand-alone structures with predefined site-specific requirements at the parking lot of the consulate located at: Reina Elisenda de Montcada , 23, 08034, Barcelona (Barcelona).

  1. The anticipated performance period is 75 calendar days after the contractor receives the notice to proceed.  The final performance period will be included in the solicitation.

The Government is planning a site visit to inspect the area where the works will take place, which date will be included in the solicitation.

The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor.  The Government may award the contract based on the initial offer without discussion.  The resultant contract will be a firm fixed-price type contract.

In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), all contractors must possess all permits and licenses required to do business in Spain.  All offerors will be required to provide proof that they already possess said permits as part of their offer.

All contractors must be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provisions 52.204-7.  The guidelines for registration can be found at https://www.fsd.gov/gsafsd_sp
