The Columbia County Board of Commissioners is seeking qualifications from responsive and responsible firms for the post-closure care and corrective action plan operation & maintenance services for the County¿s closed municipal solid waste (MSW) landfill ¿ Baker Place Rd Landfill (The Facility). Operations, inspections, and reporting at MSW landfills are performed to ensure compliance with relevant environmental permits and regulations, primarily those outlined in the U.S. Environmental Protection Agency's (EPA) criteria for MSWLFs (40 CFR Part 258, Subpart F). The post-closure care period is typically a minimum of 30 years following the closure of each MSWLF unit. This period may be extended or shortened by regulatory authorities (e.g., state environmental departments) if deemed necessary to protect human health and the environment, based on site-specific conditions and monitoring results. The overarching goal of post-closure care is to maintain the integrity and effectiveness of waste containment systems and prevent releases of hazardous constituents to the environment.
