21-016 – West Seattle Corridor Bridges Rehabilitation and Strengthening (GC/CM) Project – Construction Management Services Original Date Posted: October 1, 2021 9:03 am Due Date: Submittals due by: 2:00 p.m. Friday, October 22, 2021 CITY OF SEATTLE REQUEST FOR STATEMENT OF QUALIFICATIONS CONSULTANT SERVICES The City of Seattle, through Seattle Department of Transportation, requests Statements of Qualifications from qualified firms for Construction Management Services for the West Seattle Corridor Bridges Rehabilitation and Strengthening (GC/CM) Project. The West Seattle Corridor Bridges Rehabilitation and Strengthening (GC/CM) project is located at Southwest Spokane Street and West Seattle Freeway. The project site has two bridges, the Spokane Street Swing Low Bridge (carries Southwest Spokane Street) and the West Seattle High Bridge (carries West Seattle Freeway), spanning over the West Duwamish Waterway. Leading up to and existing each bridge are additional elevated structures. The nature of improvements and general scope of work include rehabilitation of the West Seattle High Bridge and Spokane Street Swing Low Bridge, and miscellaneous major maintenance work to the elevated structures leading up to the existing bridges. This project will rehabilitate and strengthen both bridges for use by the public and includes the use of Carbon Fiber Reinforced Polymer (CFRP), bridge strengthening including post tensioning and rehabilitation, and bridge deck rehabilitation including overlays and joint replacement. Construction Contract Information for both the High and Low Bridges GC/CM Notice to Proceed for Preconstruction Services: November 2021 Estimated Final Design Completion: October 2021 Estimated GC/CM MACC Negotiations Begins: October 2021 Estimated GC/CM Construction Contract Executed and NTP for Submittals: November 2021 Estimated GC/CM High Bridge Construction: November 2021 – Mid 2022 Estimated GC/CM Low Bridge Construction: November 2021 – November 2022 Estimated GC/CM Construction Close out: 3 Months The City of Seattle, through Seattle Department of Transportation (SDOT), requests Statements of Qualifications, with the goal of hiring for the following key staff to provide Construction Management (CM) services on the West Seattle Corridor Bridges Rehabilitation and Strengthening (GC/CM) project, as part of the overall CM team managing the construction contract for the project: 1 full time Resident Engineer, 1 full time Assistant Resident Engineer, 4 Construction Inspectors, 1 full time Office Engineer/Document Control Specialist 1 part time Schedule Review Expert. This contract is estimated to be approximately $5 million with time of performance expected to be between 4th Quarter 2021 through closeout of the GC/CM project. It is anticipated that this contract will receive federal FHWA funds and therefore will proceed under this assumption. An online Pre-submittal meeting is planned for Wednesday, October 6, 2021.
