Contract 1 consists of the Biosolids Management Facility, new mechanical bar screens and washer/compactor, new influent screw pumps, aerated grit system renewal, and associated improvements. Contract 2 consists of electrical upgrades within the existing electrical building and other various electrical/lighting improvements in the Blower Building and Maintenance Building. Bids for each contract will be received for a single prime Contract. Bids shall be on a lump sum basis. The Contract awarded under this Invitation to Bid is expected to be funded in part from the Virginia Clean Water Revolving Loan Fund (VCWRLF). VCWRLF requirements are included in the Instructions to Bidders, VCWRLF 2016 Contract Insert, and the Supplementary Conditions and are a condition of this Contract. In accordance with the Code of Virginia, Section 2.2-4343.1, the Owner does not discriminate against faith-based organizations or on any other basis prohibited by state or federal law.
