The Contractor shall provide CARB with vehicle procurement services to support CARB's in-use compliance; vehicle surveillance; emissions testing and research needs. Borrowing is CARB's method of acquiring on-road and/or off-road vehicles for CARB's test programs. Procured vehicles shall be sourced from private citizens, businesses, rental agencies, used car dealerships and vehicle fleets within California.
