The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The intended contract is a firm-fixed price. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following in support of the Veterans Health Administration, VA Portland Healthcare System Police Department, 1601 E. Fourth Plain Boulevard, Vancouver, WA 98661. VISN 20 has a need for a one-year contract for software license and warranty and full-time operator support for their V-Armed Immersive Virtual Reality Training System. Vendor shall be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. REQUIREMENT INFORMATION: Background: To continue the operation of the system it is necessary to maintain an active contract for software license and warranty to ensure the system stays operational. The operator is needed to ensure the system is properly maintained and able to troubleshoot issues in moment reducing downtime. Services Sought: The VA Portland HCS has a requirement for software licenses and hardware warranty. With the warranty, it is needed to maintain an onsite operator. VA Portland and VISN 20 purchased the V-Armed Virtual Reality Simulator to enhance VA Police training ability for Active Threat and Crisis Intervention. This training device can be used for additional training within the clinical or healthcare setting to improve Veteran Care. Objective: The continued ability to operate and maintain the V-Armed System for all applicable training. To maintain a fully trained operator that has the knowledge and expertise to write code and develop programming. Requirements: This will include software license and updates, for the maintenance of Scenario Launcher, After Action-Review, Scenario Editor software packages, and Motive System Launcher (Opti-Track). The warranty will include repair and/or replacement for all equipment malfunctions associated with the V-Armed System not due to operator error or misuse. The warranty will include an onsite operator technician who will be responsible for the ongoing maintenance and operations of the system. The operator technician must be credentialed and sponsored by V-Armed to complete all required programming and maintenance on-site. The operator must have the ability to pass required contractor background investigations. The Vendor will be required to be on-site 40 hours a week. Typically, these hours will be Monday through Friday 08:00 am to 4:30 pm with a 30-minute unpaid lunch. These hours could be adjusted based on the work needed or the schedule of events. The operator will not be expected to work on Federal Holidays listed below. Any scheduled or unscheduled leaves should be communicated to the Contracting Officer or Contracting Officer Representative at the earliest possible time.
