As directed by 2023 Wisconsin Act 20, the Department of Public Instruction (DPI) will procure a statewide reading readiness assessment that will be administered to all students in 4K twice per year and all students in grades 5K through grade 3 three times per year. 4K students will be evaluated on phonemic awareness and letter sound knowledge. 5K through grade 3 students will be evaluated on phonemic awareness, decoding skills, letter sound knowledge, and oral vocabulary. Local education agencies will administer the assessment. Assessment data will be provided to local education agencies and DPI. Local education agencies are required to act on assessment results within ten (ten) days, meaning they must have immediate access to assessment results. Local education agencies are required to inform parents and caregivers of assessment results within fifteen (15) days. Vendor must be Ed-Fi compliant. 2023 Wisconsin Act 20 states that these assessments must be administered beginning in September of 2024; proposed initial term would start July 1, 2024.
