The United States Environmental Protection Agency (EPA) Region 7 will issue a solicitation for Armed Contract Security Officer (ACSO) Services to support the EPA Region 10 Manchester Environmental Laboratory (R10 MEL) located in Port Orchard, WA. The purpose of the ACSO contract is to ensure that the occupants, structures, and equipment located at the U.S. EPA Manchester Environmental Laboratory are “safe” and “secure.” The ACSO shall perform all security services in a highly professional, courteous, discreet, and effective manner at all times. The R10 MEL requires 24/7, 365-day armed contract security officer services. The EPA R10 MEL provides chemical and microbiological analyses; method development and other applied science activities; and design consultation for environmental projects and other related activities. The Washington State Department of Ecology (WDOE) and various contract support staff are co-located with the EPA at the Laboratory. The competition for this acquisition will be conducted as an 8(a)set a-side, using FAR Parts 15 and 19 procedures. The contract period of performance will be for one base year and four one-year option periods. The official solicitation 68HE0725R0028 is expected to be released on or before May 9, 2025. The anticipated award date is on or about September 2025. Award will be made on a best value / tradeoff basis. The North American Industry Classification Standard (NAICS) code 561612 and the small business size standard is $29 million per year applies.
