Seattle Center is home to an eclectic collection of high-profile buildings scattered across a 74-acre urban campus. The distinctiveness of its iconic buildings and attractions, such as the Space Needle, International Fountain, MoPop, Chihuly Garden and Glass, and Climate Pledge Arena, attracting over 12 million visitors a year. Seattle Center also serves as a primary emergency sheltering location and a backup for many critical Seattle emergency functions making it essential to the City's resilience during emergencies. The Fisher Pavilion is used for sheltering up to 1,000 people. The Armory is the City’s primary daytime warming/cooling center during extreme weather and diminished air quality, capable of hosting several thousand people, a hub for Northern Seattle's critical TI backbone, and a designated City staff devolution (rally point) site during a major earthquake. The Armory has also served as a backup location for the Seattle Police Department’s West Precinct and is a COOP (Continuation of Operation Plan) location for the mayor's office. Seattle Center is considered an Emergency Operations Center and needs continuous power for two weeks during an extended outage. Consolidating back up City functions on the campus will help ensure that services can be delivered to the community after any disaster--as long as we have a reliable power source. The objective of this project is to provide emergency power to the Armory and Fisher Pavilion. The project will remove a 60+ year old generator and associated controls located in the Armory (currently serving only the Armory) and replace it with a new sustainably powered generator capable of supporting emergency functions in both the Armory and Fisher Pavilion. The new sustainable emergency generator may be fueled by a combination of solar, wind, fuel cell, and diesel. These sustainable power sources should be designed to feed into a 1,106kWh battery storage system that will connect to the generator for use during emergency situations. DERs (Distributed Energy Resources) are used when power and fuel sources to the facilities are cut off. Solar and wind will continue to operate without outside fuel lines and will reduce carbon emissions. Additionally, the generator will have the ability to be diesel powered to improve the reliability and redundancy of the system. Our proposed solution builds resiliency, sustainability, and energy efficiency into the Seattle Center Emergency Operations facilities The purpose of this Request for Qualifications is to select a qualified Electrical Engineering firm and sub-consultant team to lead the design of the new sustainable emergency generator system and removal of existing generator. This contract is funded, in part, by the Federal Emergency Management Agency, and is subject to the requirements set forth by the Uniform Rules found at 2 C.F.R. §§ 200.317-200.327, which apply to contracts under FEMA awards or Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act) disaster declarations issued on or after November 12, 2020.
