The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole-source, Firm-Fixed-Price (FFP) contract with Northrop Grumman Systems Corporation (NGSC), Linthicum Heights, MD, for the procurement of EA-18G Airborne Electronic Attack (AEA) System Enhancements (ASE) Weapons Replaceable Assembly (WRA) B-Kits and Low Band Dedicated Receivers (LBDRs) to support United States Navy (USN) requirements for production, engineering support, technical support, associated part kits, and delivery of WRA-7 B-Kits, WRA-8 B-Kits, and LBDRs.
This acquisition is being pursued on a sole-source basis under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements.” As the incumbent contractor for the ASE B-Kits and LBDRs, only NGSC has the manufacturing knowledge, experience, and technical data required to fulfill this requirement within the time required.
