This is a COMBINED SYNOPSIS/SOLICITATION for BOSS ATC Mobile Facilities Maintenance Services
for United States Coast Guard USCG Mobile, AL, prepared in accordance with FAR 12 and FAR 13.5
Acquisition of Commercial Items, FAR Subpart 13, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written
solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in
effect through Federal Acquisition Circular 2025-04, effective June 11, 2025. 

This solicitation is issued as a Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside.

The Contractor shall provide all services, materials, supplies, plant supervision, labor, and equipment, except as specified as Government-furnished, required to operate, maintain, repair, improve, and construct real property facilities and equipment; and provide services, including but not limited to Food Service Equipment, Transportation Services, Electrical Systems, Heating Systems, Water Distribution Systems, Sewage Systems, Air Conditioning and Refrigeration Plant and Systems, Buildings and Structures, Grounds Maintenance, Surfaced Area Maintenance, Trash Collection and Disposal, Fire Protection Systems, and Fire Preventions Services as specified in strict accordance with all terms, conditions, drawings, and Technical Exhibits (TE) contained herein and incorporated by reference. These services shall be performed in accordance with applicable national codes, technical manuals, publications, manufacturer’s recommendations, and federal, state, and local laws for USCG Aviation TRaining Center Mobile, AL. 

Site Visit:
A Site Visit for this requirement is optional, but not required, and is scheduled for 1 July 2025 at 8:00 am local
time.

Please email a list of attendees to the Contracting Officer’s Representative, LT Michael Sadowski, at
[email protected] and copy Contract Specialist, Ryan Difernando, at
[email protected] by 1:00 pm EST, 23 June 2025. The email must include the first and last name
of each attendee as well as a contact cellphone number. Offeror is limited to two (2) attendees. Each attendee
must have a valid, state issue driver’s license to access the facility. A Government Representative will meet the
site visit attendees at the Coast Guard Exchange located at 8551 Tanner Williams RD, Mobile AL 36608 at 8:00
am local time.
QUESTIONS:
Questions shall be submitted by 1:00 PM ET, 2 July 2025 via email to the Contract Specialist, Ryan
Difernando at [email protected] and Contracting Officer Luis Torres at [email protected].
Telephone questions will not be accepted. QUOTER shall reference on the email the solicitation number,
contractors name and provide enough information in their e-mail so the Government can easily respond to their
questions/concerns. All questions/concerns will be compiled and addressed on an “Amendment of Solicitation”
and will be posted on the SAM.gov website for viewing by all potential QUOTER.
