REQUEST FOR QUALIFICATIONS CITY OF ATHENS, OHIO The City of Athens, Ohio is seeking Statements of Qualifications from qualified Architectural and Engineering firms with respect to design services and construction administration for the City of Athens Fire Headquarters options. Description of the Project Including the Location: The existing fire headquarters is located at 61 Columbus Rd. Athens, Ohio (see attached map) and is now beyond its useful life. Built in 1965, the current station is experiencing major defects including structural degradation, and failure requiring continual repairs. The structure is no longer conducive for its original purpose. The City of Athens, along with Ohio University, conducted a feasibility study with consultants Ayers St. Gross in 2015. The study assessed the feasibility of combining seven separate public safety agencies on one campus. The fire department was one agency assessed, and can be reviewed here: https://www.ci.athens.oh.us/DocumentCenter/View/9107/SEROC-Final-Report-Combined This study identified four possible sites and layouts for a potential Southeast Ohio Regional Operations Center as a facility for multiple agencies. The city has selected the Stimson Ave. location and intends to proceed with a new fire station as the anchor tenant at this location, with potential expansion to include additional wings for other agencies in the future. The Athens Fire Department began in 1830. The department provides emergency service coverage for the City of Athens and Ohio University. Further, it provides a heavy rescue response, specializing in six technical rescues, as part of Region Seven Strike Team. The department provides full-time staffing, with a minimum of four personnel; working a rotating schedule of 24 hours on duty, 48 hours off-duty. Station staffing is increased periodically for various events and emergencies. Plans for department expansion for staffing and services should be considered in the design. Fire headquarters currently houses: two engines, one ladder truck, one heavy rescue, one utility vehicle, two training/inspector cars, four utility trailers, and one tractor. The new facility will support all necessary public safety operational requirements. Additionally, at a minimum will be a LEED-Silver building with the goal of being a Zero Net Energy building. Renewable energy usage will be key. Finally, there will be significant opportunity for the public to visit and possibly use this facility through community rooms and/or other shared-use resources. Specific Services Required: The selected firm will provide planning/conceptual design, environmental clearance, permitting, design and construction management services for the proposed project, including plans, specifications, and other construction document preparation for the City of Athens Fire Department Headquarters building. The services will be split into two proposals. The city will request an initial planning, preliminary engineering and conceptual design proposal which will focused on plan development as well as cost projections to include not only construction but also ongoing maintenance while addressing energy-efficiency in the design. The City expects the project manager to participate in public meetings to discuss specific design proposals. After the public involvement period and concept selection is complete, the city will request a second proposal for detailed design, environmental clearance, permitting, and construction management. The current plan is to follow a traditional design-bid-build model and finance through issuing bonds, however the city is open to innovative project delivery and financing methods based on advice and experience of the selected firm. Estimated Cost: $6,000,000 (includes all costs - design, construction, construction engineering, and contingency); based upon a projected project size of 20,000 square feet. Suspended or Debarred Firms: Firms included on the current Federal list of firms suspended or debarred are not eligible for selection. The evaluation of submissions shall be based upon the following criteria: The qualifications and experience of the proposed Project Manager in the design of Public Safety Facilities. The strength/experience of assigned staff including sub-consultants. Consultant’s Past Performance on recently completed similar projects. The firm’s Project Approach. Each submission is to include as a minimum the following items: Name of firm and location of office. Name of sub-consultants, location and principal contact. A list of recently completed public safety projects (past 5 years). Evidence of accurate cost estimating and change order management. Evidence of project schedule management. Qualifications of proposed Project Manager and resumes of other key personnel. Proposed project schedule assuming an October 2021 Notice to Proceed for conceptual design and preliminary engineering, an April 2022 Notice to Proceed for detailed design, and a 2023 construction season build.
