PRE-SOLICITATION SYNOPSIS
Bradford Island Fish Ladder Exit Dredging 2025
The U.S. Army Corps of Engineers Portland District intends to issue an Invitation for Bids (IFB) No. W9127N25BA011 for Bradford Island Fish Ladder Exit Dredging 2025. This dredging project includes mandatory and optional work at Bradford Island Fish Ladder Exit, Bonneville Dam Powerhouse 1 Forebay, Cascade Locks, Oregon.
Clamshell dredging is required by this contract. Approximately 500-750 tons of material will be removed and placed at a contractor determined landfill. In water placement is not an option. The in-water work window is 01 December 2025 - 28 February 2026. Removal of the watermilfoil via divers at the Bradford Island Fish Ladder Exit area, particularly where the depths are too shallow for dredging, is a possibility. Optional work, at the Bonneville Dam spillway, approximately 400 tons of rock removal via a clamshell is anticipated as well. During spillway rock removal, normal river flows will be passed through the Powerhouse. Exact location of removal to be determined.
The solicitation will be available for download on or about 21 July 2025 with bids due 30 days after advertisement.
This procurement is anticipated to be solicited as a Small Business Set Aside. The NAICS code for this procurement is 237990, Dredging and Surface Cleanup Activities. The small business size standard is $37 million. The magnitude of construction is between $500,000 to $1,000,000.

The government reserves the right to cancel this solicitation either before or after the closing date. No reimbursement will be made for any costs associated with providing information in response to this pre-solicitation notice or any follow-up information request.
