The National Park Service (NPS) provides notice of the release of a Prospectus to solicit proposals for the award of one (1) Concession Contract (No. CC-CACO004-26) to provide Fast Casual Food & Beverage within Cape Cod National Seashore (“Park”). The effective date of the next Concession Contract is expected to be January 1, 2026.
The Prospectus explains the business opportunity and the terms and conditions under which the NPS will award the Concession Contract.
Cape Cod National Seashore is in Barnstable County in the southeastern most region of Massachusetts. The Park spans 40 miles along the outer portion of the Cape Cod peninsula and includes six major public beaches, 12 biking and hiking trails, expansive dunes, ponds, and coastal pine barrens. All the Park’s visitor services are hosted within Barnstable County where the entirety of the Park is located. Cape Cod National Seashore was integrated into the NPS on August 7, 1961, and covers 68 square miles.
The concessioner will provide food and beverage sales and authorized associated services at Herring Cove Snack Bar. The snack bar is located at Herring Cove Beach on the north end of Cape Cod, near Provincetown, Massachusetts. Herring Cove Snack Bar is within the Herring Cove Bath House Facility directly on Herring Cove Beach. Herring Cove is a key visitor destination within the Seashore and is home to a beautiful, lifeguarded, beach that wheelchair users can access. It is the perfect location for activities such as whale watching from the shore, surf casting, swimming, kayaking, and sunset watching.
The concessioner will operate an approximately 850-square-foot snack bar at the Herring Cove Beach Center and is permitted use of an approximately 200-square-foot storage closet. The Beach Center also includes an outdoor seating space for up to 80, a public restroom, and lifeguard center which are overseen by the Park Service.

Offeror’s Site Visit
The NPS will lead a site visit on Thursday June 26, 2025. Attendance is not required in order to submit a proposal. Each party intending to attend the scheduled site visit must send an email message to Katie Trudeau ([email protected]), Concessions Specialist, no later than 4:00 p.m. (Eastern Time) Tuesday, June 24, 2025, to reserve a spot for the site visit. Attendance is limited to five (5) attendees per organization. The email must provide the following information:
The NPS will provide further information and additional directions by return email message to the organization's identified primary contact.
Questions Due
Questions in response to this prospectus are due in writing by 4:00pm Eastern Time on July 7, 2025 by email to [email protected]. Answers to questions received will be published under this Contract Opportunity on https://sam.gov/.
Notice of Intent to Propose
Notice of an intent to submit a proposal is due in writing by 4:00pm Eastern Time on August 20, 2025, by email to [email protected].
Submission of an Electronic Proposal
To be evaluated and considered for award of a Concession Contract, the Electronic Proposal must be received by 4:00 p.m. Eastern Time on September 17, 2025. After the Notice of Intent to Propose deadline and prior to the electronic proposal submission deadline, you will receive a welcome email message from the NPS’s Microsoft Teams platform at the email address you provided when you notified the Service of your intent to submit a proposal. You must accept the invitation before you can access the Teams site to upload your proposal. The NPS will not accept proposals submitted in hardcopy or via another electronic platform, including email.
