The National Park Service (NPS) is providing notice for a 15-year concessions opportunity at Shenandoah National Park. All services offered by the Concessioner will operate on a seasonal basis. The Concessioner will offer a total of 285 lodging units at Skyland Resort, Big Meadows Lodge, and Lewis Mountain. The Concessioner will operate food outlets at Big Meadows Lodge, Skyland Resort, Big Meadows Wayside, Elkwallow Wayside, and Loft Mountain Wayside. The Concessioner will offer retail sales at the lodging and wayside locations as well. The Concessioner will operate four campgrounds: Mathews Arm, Big Meadows, Lewis Mountain, and Loft Mountain. At three of these campgrounds (Big Meadows, Lewis Mountain, and Loft Mountain), the Concessioner will also operate camp stores, laundry, and showers. The Concessioner will offer automotive services (fuel) at Big Meadows Wayside. Finally, the Concessioner will offer horseback riding at the Skyland Stables, which has 16 stalls and 11 acres of paddock.

Shenandoah National Park was established December 26, 1935, and totals 197,411 acres located about 75 miles from Washington DC. One of the Park’s most famous features, Skyline Drive, constructed in the 1930s by the Civilian Conservation Corps, offers drivers 105 miles of scenic overlooks, trailheads, picnic areas, and campgrounds between Front Royal in the north and Rockfish Gap in the south. Another way to traverse the length of Shenandoah is by hiking the hundred or so miles of the Appalachian Trail that run across the Park. In addition to Front Royal and Rockfish Gap, the Park is accessible from Luray and Sperryville by way of the Thornton Gap Entrance Station, as well as from Elkton and Stanardsville via Swift Run Gap Entrance Station. Site Visit and Questions. The NPS will not conduct a site visit or receive questions related to this prospectus. On July 30, 2024, the NPS issued Solicitation No. CC-SHEN001-26. On May 7, 2025, the NPS announced Solicitation No. CC-SHEN001-26 was cancelled to comply with new Executive Orders. The Business Opportunity includes a list of the substantive changes from cancelled Solicitation No. CC-SHEN001-26 to this Solicitation No. CC-SHEN001-27. A site visit was conducted on August 13-14, 2024, in connection with cancelled Solicitation No. CC-SHEN001-26. The NPS will not host an additional site visit as part Solicitation No. CC-SHEN001-27. The NPS will not be accepting or responding to questions for Solicitation No. CC-SHEN001-27. Responses to relevant questions submitted under the cancelled Solicitation No. CC-SHEN001-26 have been provided in Appendix C CC-SHEN001-26 Amendment No. 1.

Notice of intent to submit a proposal. Notice of an intent to submit a proposal is due in writing by 4:00pm ET on August 15, 2025 by email to [email protected].

Proposal must be submitted electronically to the National Park Service. To be evaluated and considered for award of a Concession Contract, the Electronic Proposal must be received by 4:00 p.m. ET on September 12, 2025. After the Notice of Intent to Propose deadline and prior to the electronic proposal submission deadline, you will receive a welcome email message from the NPS’s Microsoft Teams platform at the email address you provided when you notified the Service of your intent to submit a proposal. You must accept the invitation before you can access the Teams site to upload your proposal. The NPS will not accept proposals submitted in hardcopy or via another electronic platform, including email. Hardcopy of the Offeror’s Transmittal Letter with wet signature. All hardcopies of the Offeror Transmittal Letter must be received by the National Park Service by 4:00pm ET on September 12, 2025.
