CONSTRUCTION ADVERTISEMENT FOR BIDS Sealed Bids for the following prime contracts for the construction of the Water Pollution Control Plant Improvements – Phase 1B will be received by the City of Hornell Clerk’s Office, 82 Main Street, Hornell, NY 14843 until 2:00 PM local time on May 9, 2024, at which time the Bids received will be publicly opened and read. Contract 1: General Construction Contract 2: Electrical Construction Contract 3: HVAC Construction Contract 4: Plumbing Construction The Project generally consists of the replacement of raw sewage and sludge return pumping systems, installation of new valves, fittings, and appurtenances, extension and improvement of the electrical and process control system, structural, HVAC, and plumbing repairs and improvements, and site work, at the City of Hornell Water Pollution Control Plant at 69 Park Drive, Hornell, NY 14843, as noted in the Bidding Documents dated April 2024. The Issuing Office for the Bidding Documents is the City of Hornell, 82 Main Street, Hornell, NY 14843. Prospective Bidders may examine or obtain the Bidding Documents at the Issuing Office, M-F, 8:30 AM to 4:00 PM. Prospective Bidders may also obtain the Bidding Documents from Rotolite Elliott, 1 Grove Street, Pittsford, NY 14534; (585) 385-1463; M-F, 8:00 AM – 5:00 PM. Bids will be received for the contracts noted above. All bids shall be made on the form included within Section 004113 of the Bid Specifications, as furnished by the Issuing Office. Bids for Bid Items on the Bid Form shall be presented according to the fee basis noted on the Bid Form. Printed copies of the Bidding Documents may be viewed at the Issuing Office or obtained from Rotolite Elliott upon payment to Rotolite Elliott. Checks for Bidding Documents shall be payable to Rotolite Elliott. Bidding Documents may also be viewed online with a non-refundable online payment by visiting www.recplanroom.com (click Public Jobs under the Menu Tab on the left-hand side of the plan room homepage). Once in the Public Jobs plan room, select the link for this project. When requesting bid documents, prospective bidders shall provide their name, firm’s name, shipping address (no PO Box numbers), telephone number, email address, name of the project for which they are requesting Bidding Documents, intended contract, amount of money enclosed, and if applicable, check numbers. If you would like a set of Bidding Documents mailed to you, please provide an additional non-refundable check per set for the cost of shipping payable to Rotolite Elliott. Upon receipt of payment, Rotolite Elliott will mail Bidding Documents to you. The date that the Bidding Documents are mailed by Rotolite Elliott will be considered the Bidder’s date of receipt of the Bidding Documents. All questions or requests for information must be submitted by 5:00 PM on April 30, 2024. This project is funded by a Water Infrastructure Improvement Act (WIIA) grant and Clean Water State Revolving Fund (CWSRF) loan, as administered by the New York State Environmental Facilities Corporation (EFC), and a Community Development Block Grant (CDBG). This project is subject to WIIA and CWSRF Program requirements as outlined in Section 004600 of the Specifications and including, but not limited to: · The requirements and procedures for business participation opportunities for New York State certified Minority- and Women-Owned Business Enterprises (MWBE) and Equal Employment Opportunities (EEO) for minority group members and women. The MWBE combined goal for construction contracts is 20% of the contract value for any construction contract with a value above $100,000; · Participation opportunities for New York State certified Service-Disabled Veteran-Owned Businesses (SDVOB). · American Iron and Steel (AIS) requirements. · Davis-Bacon prevailing wage requirements. · Requirements regarding suspension and debarment. · Restrictions on lobbying.
