The City of Salinas seeks the services from 1) StreetSaver® certified firm or a joint venture of firms that possess expertise in pavement management to provide professional and technical services in updating and implementing the City’s Pavement Management Program, and 2) Pavement Engineering and Design Support on an as needed basis. The purpose of this RFQ is to obtain statements of qualifications (SOQs) from firms or individuals who are qualified and capable of providing the services required in this RFQ. The term of the contract for the services provided in this RFQ will be four (4) years (2025-2029) with the option to extend the contract for an additional one (1) year. The goal of the City’s Pavement Management Program (“PMP”) is to maintain the tools necessary to accurately report pavement conditions of City streets in compliance with the Transportation Safety & Investment Plan (Measure X) administered by the Transportation Agency for Monterey County (“TAMC”.) This proposal covers establishment of contracted pricing for pavement analyses including deflection testing and any other non-destructive test methods for pavement evaluation as well as coring, sampling, and laboratory testing of subbase, base, and asphalt materials, and the recommended treatments based on pavement evaluations for select streets. Lastly, this proposal covers the contracted pricing for Pavement Engineering and Design Support on an as needed basis services for pavement treatments that may be utilized by the City. The firm or individual selected by the City would, at a minimum, be expected to complete the tasks as outlined in the RFP.
