***THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE***
The National Institute of Standards and Technology (NIST) Dosimetry Group is seeking information from sources that may be capable of providing an upgrade the irradiator shield and data acquisition software of its G90 irradiation facility to replace the shutter mechanism to enhance the safety of operations and reproducibility of measurements laser. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Hopewell Designs, Inc. (5940 Gateway Dr, Alpharetta, GA 30004, USA) under the authority of FAR 13.106-1(b). The North American Industry Classification System (NAICS) code for this acquisition is 334517.
The Dosimetry Group at The National Institute of Standards and Technology maintains the nation’s metrological standard for air kerma (radiation dose in air) from gamma-ray beams which is mainly used for radiation applications nationwide to ensure the safety of radiation workers and the public. The national standard held at NIST is disseminated nationwide through a measurement program that makes use of reference gamma-ray radioactive beams generated by an irradiator device which needs to undergo an upgrade to enhance both the safety of operations as well as the reproducibility of measurements made at NIST.
One of the main upgrades to be performed is modifying the shutter mechanism to include an externally guided rail mechanism. This requires transporting the Hopewell Designs Inc (HDI) model G90 irradiator to the manufacturer’s site to allow machining the existing irradiator shield, to accommodate the newly designed shutter mechanism. Once the modifications are completed and tested at the Contractor’s site, the system will be re-installed and tested at NIST.
NIST conducted market research from April 2025 to June 2025 by performing internet searches, searches of GSA, searches of FPDS and DSBS, and speaking with colleagues and various companies to determine what sources could meet NIST’s minimum requirements. The results of that market research revealed that only Hopewell Designs, Inc. (UEI: M4KDZ8GCL7J4) appears to be capable of meeting NIST’s requirements.
