This is a Sources Sought announcement for THE PURPOSES OF MARKET RESEARCH ONLY in support of “CUSTODIAL, PEST CONTROL, & GROUNDS MAINTENANCE FOR U.S. MARINE CORPS AIR STATION (MCAS), IWAKUNI, JAPAN”. The information received will be utilized within the Navy to facilitate the decision making processes and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid and is not construed as a commitment by the Government for any purpose other than market research.
Naval Facilities Engineering Command Far East (NAVFAC FE) is seeking information on eligible business firms capable of performing economic analysis as described below.
GENERAL INFORMAITON
Per Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
The North America Industry Classification System (NAICS) code for this procurement is 561210 Facility Support Services.
The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the services for the following Annexes as further described in the DRAFT Performance Work Statement (PWS), Enclosure (1);
Annex 0100000 – General Information
Annex 0200000 – Management and Administration
Annex 1503010 – Custodial
Annex 1503020 – Pest Control
Annex 1503050 – Grounds Maintenance
The locations under this contract will be;
U.S. Marine Corps Air Station (MCAS) Iwakuni, Japan and outlying areas supported by the Installation, including Atago Hills, Atago Sports Complex, and SOFU Communication Site.
The intent of this project is to obtain custodial, grounds maintenance, and pest control services to maintain a safe and comfortable environment in and around MCAS Iwakuni facilities stated above. The contract is a performance based specification relying on the Contractor’s experience and expertise determining the best method of providing these services.
CONTRACTOR LICENSE REQUIREMENT
Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct in business in Japan and comply with all laws, decrees, labor standards, and regulations of Japan during the performance of this contract. Any certification, training, or licensure required by the PWS will be enforced in the contract.
The U.S. Government may or may not offer “United States Official Contractor” status under article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this requirement. Futhermore, unless specifically provided, the U.S. Government shall not certify any employees of a contractor as “Members of the Civilian Component” under Article I (b) of the SOFA.

Respondents will not be notified of the results of the Navy’s market research. NAVFAC FE will utilize the information for acquisition planning purposes. All data received in response to this Source Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government.
