During Industry Days, the FAA stated offerors would have 30 days to prepare proposals. However, due to the FAA’s imminent initial funding and the 3-4 year deadline for the Brand New Air Traffic Control System, the FAA must accelerate its timeline. Accordingly, the final RFS will be published on July 11 with screening criteria, as listed in Section M 3.2 of this draft RFS. Proposals will now be due at 4 p.m. ET on July 25, 2025. Please provide feedback on this revised deadline and the impact to your proposal.
The FAA hereby invites comments and questions on the Draft RFS. Please use the enclosed comment matrix excel file.
In addition to providing feedback on the RFS, the FAA invites feedback on what AMS policy changes—including clauses—the FAA should tailor or waive to achieve a Brand New Air Traffic Control System in 3-4 years. See Section I for current list of AMS clauses.
Offerors are invited to propose according to the Integrator model that they think will get the FAA a Brand New Air Traffic Control System completed in the time requested. The FAA invites feedback on the idea of the Integrator receiving the full amount of the initial funding and ideas how the Integrator would manage the funds associated with the Brand New ATC.
The FAA also invites ideas on alternative funding arrangements to include public/private partnership.
