1) INSTRUCTIONS TO REQUEST THE DDS BIDDER'S LIBRARY
The Government will offer access to controlled technical data in advance of posting solicitation N00024-25-R-4316. The following documents are offered:
Prospective offerors shall submit the following information on company letterhead to the Government personnel listed in this synopsis:
Documents in the Bidder’s Library package are marked Controlled Unclassified or are controlled with limited Distribution Statements and will be available to only those prospective offerors that are authorized to access these controlled documents. This level of access requires prospective offerors to hold a current system of record in the National Industrial Security System (NISS) database.
The Government will validate each prospective offeror’s information in NISS. Upon successful validation, prospective offerors will be required to execute a terms of use agreement governing the authorized use and disposition of any controlled materials provided by the Government in connection with this procurement. A fully executed terms of use agreement is required before the Government will grant access to any controlled solicitation materials.
Prospective offerors may immediately initiate the process of requesting access to controlled solicitation materials, prior to the release of the final solicitation package.

2) NOTES THAT UPON RELEASE OF THE SOLICITATION, THE NOTICE ID WILL BE UPDATED FROM N00024-26-R-4316 TO N00024-25-R-4316.
The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation for the maintenance, modernization, product improvements, and design support for existing Dry Deck Shelter (DDS) Program assets. The DDS, when installed on a host submarine, provides the capability to support various Special Operating Forces (SOF) missions. The solicitation seeks to procure services for: maintenance availability planning and execution; host submarine interface equipment and fit-ups; Field Change (FC) design, kitting, and installations; DDS inspection and repairs; maintaining the DDS Rotatable Pool; and engineering support.
NAVSEA intends to solicit this requirement as a full and open competition. The contemplated award will be a single, Cost-Plus-Fixed-Fee (CPFF) Level of Effort, CPFF Completion, and Cost only contract, with a base year and four option years for a total of 60 months if all options are exercised.
The solicitation will be issued electronically via Procurement Integrated Enterprise Environment (PIEE). Offerors shall be registered in the System for Award Management (SAM) to be eligible for award.Interested offerors are hereby encouraged to monitor PIEE and www.SAM.gov for the anticipated release of the solicitation and any associated amendments.
This synopsis is hereby issued for informational purposes only in accordance with FAR 5.203(a) and shall not be construed as a commitment by the Government of any kind. The Government will not be accepting questions or proposals as a result of this synopsis. The Government will not reimburse for any costs associated with questions submitted or information provided in response to this notice.
The Government anticipates issuing a solicitation on or around June 2025.
In response to a resulting solicitation, all responsible sources may submit a proposal, which shall be considered by the Navy.
The Government anticipates making a single award on or around July 2026.
