This combined synopsis/solicitation is for commercial items prepared IAW the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. No paper copies of the solicitation will be issued. This announcement constitutes the only solicitation, excluding modifications.
This solicitation is a Request for Quotes (RFQ) to provide a robust, reliable, and environmentally friendly electric, rechargeable personnel and light cargo transporter cart with a usable cargo bed (hereinafter referred to as "Burden Carrier") to be delivered to Air Station Port Angeles, WA. See Attachment 2 - Requirements Document Burdern Carrier for required specifications.

QUOTE SUBMISSION:
The solicitation will close at 3:00 PM PDT on 28 JULY 2025. All quotes must be submitted on SF1449 to include a breakdown of costs via email to the Primary and Alternate contacts listed below with RFQ number 70Z03325Q201900003 in the subject line. All quotes are due by the solicitation close, and all offers that are submitted late (by day and time zone) and quotes that do not include a breakdown of cost will not be considered in award determination.

QUESTIONS:
Any and all questions regarding this solicitation shall be submitted in writing to the Contract Specialist or Contracting Officer with solicitation RFQ number 70Z03325Q201900003 in subject line. Questions regarding the technical requirements will be forwarded to the unit for an accurate response. All responses will be uploaded for an equal and fair solicitation to all interested vendors. All questions shall be received by 3:00 PM PDT on 23 July 2025, and no further questions will be answered following that time.
AWARD:
It is the government’s intent to select for award to the one responsible quote which proposes a price that is fair and reasonable and provides the lowest priced, technically acceptable (LPTA) quote meeting the specifications of the requirement. If the lowest priced quote is not found to be technically acceptable, the contracting officer will evaluate the next lowest priced quote, and so on. Quotes determined to be incomplete, unreasonable, or unrealistic will not be considered for award. Under FAR 4.1103 prospective contractor shall be registered in System Award Management (SAM) prior to award. Failure for contractor to be registered in SAM shall result in Contracting Officer to proceed with next successful registered offeror. Website: www.sam.gov
Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes but is not limited to the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word.
