UMPQUA COMMUNITY COLLEGENOTICE OF EXEMPTION FROM COMPETITIVE BIDDING FOR A PUBLIC IMPROVEMENTPursuant to Oregon Revised Statute 279C.335(5), this Public Notice is for the purpose of notification of draft Findings of Fact being presented to Umpqua Community College Board of Education seeking approval of an exemption from competitive bidding for a public improvement (i.e., alternative contracting method) of Design-Build/Design-Build Progressive method, utilizing a Request for Proposal (RFP) Process. The College's findings supporting the use of an exemption from competitive bidding for a public improvement are on file and available for review in the College's Office of Business Services located in the Del Blanchard Building, 1140 Umpqua College Road, Roseburg, Oregon. A recommendation for approval of the College's findings for an exemption from competitive bidding for a public improvement, utilizing a Request for Proposal process for the selection of a Design-Build/Design-Build Progressive, shall be submitted to Umpqua Community College's Board of Education, acting as the College's Local Contract Review Board, at its next regularly scheduled meeting on Wednesday, May 8, 2023 as stated on the Board of Education page on the UCC website, www.umpqua.edu. If approved by the College's Local Contract Review Board, the exemption from competitive bidding for a public improvement will permit the College to utilize an alternative contracting method for the procurement of a Design-Build Company for the new construction of a Welcome Center - Medical Career Hub Facility to be located on Campus at 1140 Umpqua College Road, Roseburg, Oregon 97470. A written request for a public hearing to be held for the purpose of taking comments on the draft findings for an exemption from the competitive bidding requirement must be submitted to Joy Yori, Purchasing Manager, at [email protected] no later than Noon, April 24, 2024 and include your name, address, and city of residence.
