Project includes a multi-story steel framed, reinforced concrete flight training center with brick veneer, vertical pile foundation and a standing seam metal roof. The facility will provide spaces for training classrooms, spaces for flight simulator training, conference rooms, administrative and administrative support spaces, bathrooms, a hallway, lobby, and vestibule, storage space, break rooms, communications, mechanical and electrical spaces, and a janitor closet. The facility contains secure space and shall comply with the Intelligence Community Directive (ICD 705) criteria/standards and the Joint Programs Off ice (JPO) Facility Requirements Document (FRD).
Due to recent changes in Federal acquisition guidance, USACE is evaluating whether to include a Project Labor Agreement (PLA) requirement as part of this solicitation. This requirement would mandate that all Offerors provide a PLA in accordance with FAR 52.222-33.
Before proceeding with this change, the government is requesting input to better understand how this requirement may affect interested contractors intent or ability to propose. The questions are as follows:
1. If a PLA becomes a requirement for this project, will your firm still submit a proposal?
2. If not or unsure, please explain the primary factors influencing your decision. (Ex. Lack of union experience, subcontractor limitations, cost impact, unfamiliarity with union agreements, etc.)
3. Is the potential cost associated with preparing or complying with a PLA a factor in your decision?
4. If yes, please estimate or describe the anticipated cost impact of complying with a PLA requirement. (Ex. Percentage increase in proposal, added overhead, subcontractor cost escalation, legal fees, etc.)
