NASA/Goddard Space Flight Center plans to issue a Request for Proposal (RFP) for a follow-on contract, Flight Dynamics Support Services (FDSS) IV, to provide support to the NASA/GSFC’s Mission Engineering and Systems Analysis (MESA) Division and Engineering and Technology Directorate (ETD).

The purpose of this contract is to acquire flight dynamics support and related services for Mission Engineering and Systems Analysis (MESA) Division and Engineering Technology Directorate (ETD) to support both external and internal stakeholders including the four main GSFC science Lines of Business (LOBs): Astrophysics, Earth Science, Heliophysics and Planetary Science, in addition to the Space Communication and Navigation (SCaN) Program. Specific areas of flight dynamics support span across the following:  flight dynamics systems engineering, analysis & algorithm development, software tool development, operations support, conjunction assessment risk analysis, infrastructure maintenance, and strategic technology advancements.

The place of performance for FDSS IV will be at NASA/GSFC.

It is anticipated that the subject contract will be a Cost-Plus-Fixed Fee (CPFF), Indefinite Delivery Indefinite Quantity (IDIQ), Single Award contract with a five-year ordering period with a potential additional 6 months per FAR Clause 52.217-8, Option to Extend Services.

The Government anticipates a release of the Draft Request for Proposal (DRFP) in May 2024. This will be an opportunity for potential offerors to provide questions, comments, or any concerns regarding the DRFP and attachments which includes the SOW. Further, potential offerors will be instructed to submit their Organization Conflict of Interest (OCI) mitigation strategies after DRFP release in order for NASA to review them and provide responses to each potential offeror prior to the final RFP release.  No proposal/offer is to be submitted during this posting.

The Government does not intend to acquire a commercial item using FAR Part 12.

This acquisition is a total small business set-aside.

The NAICS Code and Size Standard are 541330 without the Exception 1(Military and Aerospace Equipment) and $22.5M, respectively.

The anticipated release date of the RFP is on or about early August 2024, with proposals being due approximately 30 calendar days later.  Contractor must have a “Top Secret” level facilities clearance at time of proposal submission.
