Amendment 0004: THE PURPOSE OF THIS AMENDMENT IS TO:
1. Update the CLIN numbers in Technical Exhibit A - DPM Actuals Report.
2. Update the Period of Performance (POP) from 15 July 2025 - 31 July 2026 to 01 August 2025 - 31 July 2026.
3. Update the POP in Attachment 1 PWS Packing and Crating OK_AR Counties.
4. Add Attachment 6 Questions and Answers 2_Packing and Crating OK_AR Counties.
5. Extend the closing date from 11 July 2025 to 14 July 2025.
Amendment 0003: THE PURPOSE OF THIS AMENDMENT IS TO EXTEND THE CLOSING DATE FROM 7 JULY 2025 TO 11 JULY 2025. ANOTHER AMENDMENT WILL BE FORTHCOMING TO CORRECT CLINS ON TECHNICAL EXHIBIT A DPM ACTUALS REPORT.
Amendment 0002: THE PURPOSE OF THIS AMENDMENT IS TO REPLACE CLAUSES WITH THEIR CLASS DEVIATIONS IN ORDER TO IMPLEMENT EXECUTIVE ORDERS 14173 AND 14168.
Amendment 0001: The purpose of this amendment is to add Attachment 5 Questions and Answers_Packing and Crating OK_AR Counties to answer vendor questions. In addition, the area of performance has been updated in Attachment 1 PWS_PACKING AND CRATING OK_ AR Counties and the maximum amounts have been updated in FAR 52.216-19 Order Limitations.
The Mission and Installation Contracting Command (MICC) Fort Sill, has a requirement for Packing and Crating for Oklahoma and Arkansas counties. The contractor shall provide all personnel, equipment, facilities, supplies, services and materials except specified as Government furnished, for the preparation of personal property of Department of Defense personnel for shipment and/or storage and related services through the Direct Procurement Method. Work shall be conducted in accordance with (IAW) the terms and conditions of contract and commercial practices. The purpose of this requirement is to provide Packing and Containerizing services in support of Fort Sill units and tenant activities, reserve component units; field artillery units outside the installation or the AR 5-9 area of responsibility, and other organizational elements having support agreements with Fort Sill, Oklahoma.

The Standard North American Industry Classification System (NAICS) Code 484210 is applicable to this acquisition. The small business size standard is $34 million.
The Government will issue a 100% small business set-aside under a Request for Quote (RFQ) using FAR Part 13.5, Simplified Acquisition Procedures for Certain Commercial Items, for Packing and Crating Services for the Arkansas and Oklahoma Counties. A Firm Fixed Price (FFP) contract is anticipated. Expected award shall consist of one base period of performance (15 July 2025 – 14 July 2026) and four one-year option periods of performance (15 July 2026 – 14 July 2030). There is no guarantee that each option will be exercised. The RFQ date of issue is on 16 June 2025. All responsible sources may submit a response which, if timely received, will be considered.
