Dear Prospective Offerors:

The United States Agency for International Development (USAID) seeks proposals to provide technical assistance and support to USAID/Ukraine’s Office of Health. The purpose of this assistance and support is to improve the Ukrainian health system’s accountability, efficiency, and transparency to meet new and emerging health needs for Ukrainians during and following the war, as described in the attached Request for Proposals (RFP).

USAID anticipates awarding a single Cost Plus Fixed Fee (CPFF) completion-type contract over a five (5) years period of performance, subject to availability of funds. The overall estimated cost of this procurement is $90 million. The Government is in no way obligated to make any award within the maximum estimated cost identified. Offerors should propose costs that are appropriate, realistic and reasonable, in accordance with the proposed approach for achieving results, and meet or exceed the required minimum results.

USAID invites all interested and responsible organizations to submit offers in accordance with the requirements of this solicitation. This RFP has unrestricted eligibility. USAID encourages the participation to the maximum extent possible of local organizations, small business concerns, veteran owned small business, service-disabled veteran small business, HUB zone small business, small disadvantaged business, and women-owned small business concerns. USAID also encourages small business concerns in this activity as the prime contractor or as subcontractors. In support of USAID’s interest in expanding the number and sustainability of development partners, USAID encourages proposals from potential new partners.

USAID discourages the use of exclusive agreements with international or regional/local organizations as this limits USAID’s ability to receive the best services. USAID will conduct this procurement as a full and open competition under which any type of organization may submit a proposal. The procedures set forth in Federal Acquisition Regulation (“FAR”) Part 15 will govern the procurement. The competition will utilize a Highest Technical Rated with Fair and Reasonable Price and Realistic Cost (HTR) process, not a tradeoff process. In this process, USAID is concerned with getting the best technical solution that has a fair and reasonable price and realistic cost. There will not be a tradeoff to justify paying a premium for a higher technical rated proposal. The geographic code for this procurement is 935, and the NAICS code is 541690.

If your organization decides to submit a proposal in response to this solicitation, it must be submitted in accordance with Section L of this RFP. Offerors must also carefully review Section M - Evaluation Factors as well as the attached Statement of Objectives. Pursuant to Block 12 of Standard Form 33 of this RFP, USAID requires that offers remain valid for 180 calendar days from the RFP closing date.

Proposals are to be submitted to USAID/Ukraine no later than the closing date and time stated above, to the email address designated in Section L for receipt of proposals. If the proposal is received after the closing date and time, or if it is incomplete, it will not be accepted or considered unless authorized by the Contracting Officer pursuant to FAR 15.208.
Questions regarding this solicitation must be submitted in writing via e-mail box at [email protected] by the date and time specified above. Any substantive questions or changes to the solicitation will prompt amendments, which will be posted on the U.S. government website SAM.gov. USAID bears no responsibility for data errors resulting from transmission or conversion processes. USAID reserves the right to amend or rescind this solicitation at any time. Oral instructions, answers, or guidance from any USAID source prior to the award of the contract shall not be binding.

This RFP in no way obligates USAID to award a contract nor does it commit USAID to pay any costs incurred in the preparation and submission of a proposal. Award of a contract under this RFP is subject to availability of funds and other internal USAID approvals. Furthermore, USAID reserves the right to reject any and/or all offers if such action is considered to be in the best interest of the Government.

NOTE: ONLY Electronic submissions will be accepted. No other forms of submission will be accepted. Please note that the designated initial point of entry to the Government infrastructure for proposal submission is the USAID/Washington Internet server which will determine the timeliness of submission.
