BACKGROUND/REQUIREMENTS: This is a non-personnel services contract to provide Grounds maintenance services for the U.S. Army Garrison ITALY – Vicenza Military Community (VMC)
DESCRIPTION OF SERVICES/INTRODUCTION: The Contractor shall provide all management, tools, equipment, and labor necessary to ensure that grounds maintenance services are performed at USAG Italy - VMC. The contractor shall provide expert personnel trained and certified to use the vehicles, equipment and materials that will be used to complete the services. The Contractor shall inspect, service, maintain, and landscape grounds in strict accordance with the Performance Work Statement (PWS). The work could include scheduling and performance of mowing and trimming; turf replacement; leaf and debris removal; tree, hedge, and shrub planting, maintenance, irrigation, and fertilization; policing of areas; tree and stump removal, and other associated work as directed by the U.S. Government’s representative(s). The Contractor shall provide all work necessary to maintain the grounds to the standards specified in the PWS and shall provide trees preservation and protection during all maintenance and construction activities. The Contractor shall provide Grounds Maintenance for all High Visibility (Improved Grounds), Common Areas (Semi-Improved Grounds), Fire Breaks and Ranges (Unimproved Grounds). It shall ensure that all work accomplished maintains and presents a healthy, clean, neat, and professional appearance to all grounds in support of mission requirements for users, residents, and visitors. Work shall be performed in a manner that will maintain safe conditions that meet the minimum Army Standards of Physical Security, Fire Prevention, Safety, Hygiene and Appearance in all sites.
PERIOD OF PERFORMANCE: The U.S. Goverment contemplates issuing a Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract for five (5) year ordering periods.
WHO CAN PARTICIPATE:
• Offerors/Firms that possess the” Certificato di Iscrizione alla Camera di Commercio” (Certificate of the Chamber of Commerce) NOT older than six (6) months at the time set forth for the receipt of the quotes. Self-certifications are NOT allowed. The business purpose (oggetto sociale) shall include but is not limited to: Grounds maintenance services, landscaping and mowing activities.
• Offeros/Firms that possess ISO 9001/2015 and 14001/2015 certifications for Internal Quality Management System and Environmental Management System.
• Given the importance and the high standard required for the work, in the selection process, priority will be given to companies that have at least the owner or as minimum one other person who is part of the company's staff that possesses the qualification of “MANUTENTORE DEL VERDE”, professional and training standard defined by the “Accordo Stato-Regioni” in 2018, and that the personnel employed in carrying out the planned activities carry out tasks consistent with the professional qualifications held. The company must demonstrate the appointment and registration of the person by proving that the person has a relationship of identification with the company and is in possession of the requirement of registration with the RUP or a certificate of suitability (or any proven exemption as provided for in the text of the agreement) or at least two years of experience gained as of 22/Feb/2018.
