ADAMS COUNTY NOTICE TO CONSULTANTS FOR HIGH VOLUME CORRIDORS INTERSECTION PROJECT Adams County is soliciting interest from consulting firms with expertise in Civil Engineering Design. A&E consulting services agreement will be according to WSDOT actual cost-plus fixed fee agreement. This solicitation will be for one project. The duration of the agreement will be from approximately September 30, 2025, through December 31, 2027, with the option for Adams County to extend agreement for additional time and money if necessary. This project is scheduled for construction in Spring of 2026 and completion in Summer of 2026. Adams County reserves the right to amend terms of this Request for qualifications (RFQ) to circulate various addends, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. This project is federally funded and will be held to Federal requirements. Project Description The work to be performed by the Consultant will consist of multiple phases to include Preliminary Engineering, Construction Engineering and related subsequent work for the High-Volume Corridors Intersection Project. Work under this project will consist of Preliminary engineering / Design, of intersection traffic control improvements /countermeasures at 14 intersection locations for the purpose of installing, advance street name signs on the high-volume corridors, stop signs and advanced stop ahead signs on the intersecting roadways with a volume => 250 ADT. This project will expand upon the previous L.E.D. Enhanced Stop Sign installation project. Intersection marking updates and rumble strips will be placed at selected sites. Intersecting roadways with speeds <= 35mph may receive L.E.D. Stop/Stop Ahead sign upgrades at non-residential locations, and larger Stop/Stop Ahead signs in the residential locations. The major features of the project are as follows: Existing roadway sign survey. Design and plan development in Civil 3D/AutoCad dwg file and PDF. Preparation of preliminary plans, final contract plans and quantities. Bid Process Construction inspection, material testing and management. Adams County reserves the right to retain the services of the successful firm for any subsequent work related to any or all phases associated with this project. Adams County will supply the following information pertaining to the proposed project: County Road information as needed. Manage environmental permitting, concerns, and correspondence or coordination as needed. Project Location The project is in the Othello WA area at various locations as defined in the Project Vicinity Map & Locations. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria; Qualifications/Expertise of Firm and Key personnel Ability to meet schedule Approach to project Familiarity with WSDOT/FHWA standards Familiarity with Adams County Past Performance/References Current approved ICR (Indirect Cost Rate) and approval letter from WSDOT Submittal Submittals should include the following information: Firm name, phone and fax numbers; Name and contact information of Principal-in-Charge and Project Manager, and number of employees in each firm proposed project. Although the DBE goal for this project is ZERO (0), Adams County encourages Disadvantaged, Minority, and Women-owned consultant firms to respond.
