DESCRIPTION:

The Material Measurement Laboratory’s Biosystems and Biomaterials Division (BBD) within the National Institute of Standards and Technology (NIST) develops and provides methods, reference materials, and reference data for characterizing biological systems. To fulfill this mission, robust characterization of microorganisms is required. The acquisition of an instrument to accurately and rapidly sequence DNA by next generation sequencing (NGS) methods is required. This measurement capability is critical to ongoing and future work towards RNA- and DNA-based reference material and measurement method development within BBD.

The Complex Microbial Systems Group (CMSG) of the Biosystems and Biomaterials Division (BBD), NIST, performs genotype- and phenotype-based measurements of microorganisms in pure culture, in complex microbial consortia, and in environmental matrices to develop new measurement technologies and reference materials for microbe identification and quantitation.  BBD requires new next generation DNA sequencing (NGS) instrumentation as a critical capability for delivering this mission.   Sequencing platform technology is rapidly changing and improving. The Biosystems and Biomaterials Division has determined that the NGS technology implemented by Illumina, Inc. uniquely meets the Government’s current need due to comparability of ongoing measurement development activities.

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Illumina, Inc. located in San Diego, CA, for the purchase of this equipment.

Sole Source justification is based on the following:

Market research has shown that the only source for this specific sequencer is though the manufacturer, Illumina.

Illumina has stated “Illumina has not authorized any third-party intermediary to provide Illumina products for this particular item.  Illumina is the sole manufacturer and source of this Illumina product in the United States.”

NAICS code for this requirement will be 334516– Analytical Laboratory Instrument Manufacturing with a small business size of 1000 employees.

No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 1:00AM EST on 07/07/25 will be considered by the Government.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
