The contractor shall provide and install tepid water heaters for emergency shower/eye wash stations, domestic cold water pipes and tepid water pipes with electric heat tapes, pipe insulation and provide earth-leakage circuit breakers, pull boxes, explosion-proof junction boxes, explosion-proof flexible conduits and conduit wiring and incidental related works, as described on the attached drawings and specifications for this project. Procurement and installation of the aforementioned heaters shall meet the requirements specified in the attached drawings and specifications. Related work is defined as temporary work and relevant work which is required to accomplish this project.
An organized site visit has been scheduled after the pre-bid conference on 17 Jul 2025 at 09:00 AM.
Participants will meet at Bldg. 987, Conference Room, PWD Misawa, Misawa AB, Japan.
All interested parties who wish to attend the pre-bid conference/site visit shall fill out and submit Attachment (4) Site Visit Log via email to the POC below no later than 8 July 2025, 11:00 JST.

Due to limited escorting capabilities, a maximum of two (2) company representatives will be allowed. Only one vehicle per company is authorized. All attendees must possess photo identification (i.e. passport or driver’s license) on the day of the pre-quote meeting/site visit.
CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government. Offerors will be required to provide verification on such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer.
Furthermore, the U.S. Government will not offer "United States Official Contractor" status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor does the U.S. Government intend to designate eligible employee(s) as "Members of the Civilian Component" under Article I(b) of the SOFA."
