This pre-solicitation notice pertains to a Firm-Fixed-Price, Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for design-bid-build and other construction services in support of the Israel construction portfolio for the U.S. Army Corps of Engineers (USACE) Middle East District. The USACE Middle East District has a requirement for a seven-year Construction MATOC to provide repair, alteration, and construction services in Israel, primarily for the Israeli Ministry of Defense (IMOD), but may be used for other customers with requirements in Israel. The requirement includes, but is not limited to, maintenance, repairs, alteration, construction, demolition, excavation, site and infrastructure improvements (e.g. fencing, utilities, roads, parking, and drainage), system maintenance (e.g. Heat Ventilation Air-Conditioning (HVAC)), airfield aprons and pavements, asbestos abatement, and any supporting work necessary to construct complete and usable facilities to support the IMOD, Foreign Military Financing (FMF), Foreign Military Sales, and other construction programs that may be given to the Middle East District for execution. This acquisition is limited to U.S. registered firms in accordance with the Defense Security Cooperation Agency Guidelines for Foreign Military Financing of Direct Commercial Contracts. The MATOC capacity will be $900 million, the magnitude of each task order will vary per project.
