Amendment 0002:

1) Updates Clause SA30 SITE VISIT to include a second site visit scheduled for Tuesday, April 30, 2024, arrival time of 9:00am and 9:30 am start time (local time).

To attend the site visit scheduled on April 30th, 2024 advance notice by email is required by April 29th, 12:00PM ET to the Contract Specialist, [email protected]You are required to provide your company representative's name.

2) Updates Clause SA29 SOLICITATION QUESTIONS to extend the due date for Questions to May 1, 2024 by 12:00 pm ET.

3) Updates Clause SA52 SUBMISSION DATE AND PLACE to extend the proposal due date to May 22, 2024 by 5:00 pm ET.

Amendment 0001:

1) Revises clause SA56 EVALUATION FACTORS FOR AWARD - SERVICES, to a tiered evaluation with tier one for competition among certified 8(a) small businesses and tier two for competition among certified SDVOSB set-asides.

2) Revises clause SA18 PROPOSAL CONTENT to include a copy of SDVOSB certification (if applicable).

3) AMS clause 3.6.1.12 Notice of Service-Disabled Veteran Owned Small Business Set-Aside (January 2024) is included in the SIR.

Site visits are planned for April 4, 2024 with an arrival time of 9:00 am and site visit start time of 9:30 am local time.

The Federal Aviation Administration is issuing this Screening Information Request (SIR) for Janitorial and Landscaping Service for the Northern California TRACON (NCT). The requirement is to be performed in accordance with the Statement of Work (SOW) included as an attachment in Section J.

This acquisition is a set aside for certified 8(a) small businesses. The procurement will be awarded as a Firm-fixed Price Contract with the NAICS code of 561720.

Site visits are planned for April 4, 2024 with an arrival time of 9:00 am and site visit start time of 9:30 am local time.

The FAA facility escort has been instructed not to answer any questions about the project during the site visit, please do not ask them any. All questions from the site visit must be submitted in writing according to the SIR instructions. The FAA assumes no responsibility for any conclusions or interpretations made by the contractor based on the information received by any means other than in writing from the Contracting Officer. The FAA does not assume responsibility for any understanding reached or representation made concerning conditions, which can affect the work, by any of its officers or agents before the execution of this contract, unless that understanding or representation is expressly stated in the contract.

Please document all your questions while at the site visit. Submit questions or comments applicable to this SIR in written form via email to Anna F. Glover, Contract Specialist, at [email protected] no later than 12:00 pm Eastern Time on April 5, 2024.

Questions and responses that clarify the SIR may be provided to all Offerors; if this information is provided to all Offerors, the source of the questions will not be identified. Responses to all questions and any necessary amendments made to the SIR will be posted on SAM.gov.

Please review all pages of the attached Solicitation before submission of proposals. Instructions for proposals are included in Section L of the SIR and Evaluation Factors for Award are located in Section M of the SIR.

In accordance with AMS Clause 3.3.1-33 Contractors must be registered in the System for Award Management, www.sam.gov by the established due date for receipt of offers.

DURING SOLICITATION, ALL COMMUNICATIONS ARE TO BE CONDUCTED VIA EMAIL ([email protected]). NO PHONE CALLS WILL BE ACCEPTED. Proposal Submissions must be received no later than 5:00pm Eastern Time on Tuesday, April 23, 2024. It is the Offerors full responsibility to ensure that proposals are received as specified above. Proposals submitted after the due date and time will not be accepted.
