PRE-SOLICITATION NOTICE: THIS IS NOT A REQUEST FOR PROPOSAL. NO SOLICITATION IS CURRENTLY PROVIDED.

The Mission and Installation Contracting Command (MICC) - Joint Base Lewis -McChord (JBLM), Washington anticipates issuing a solicitation for a single award Cost Plus Fixed Fee contract to be performed at the Joint Readiness Training Center (JRTC), Fort Johnson, Louisiana. The Government anticipates release of the solicitation on or around 29 December 2023 with a projected closing date of 12 February 2024 at 1:00 PM Pacific Standard Time (PST).

 The projected site visit and pre-proposal conference will be held at Fort Johnson, Louisiana (17 through 18 January at 9:00AM CST). Attendance is at the Offerors expense. All interested Offerors may attend with a limit of 2 people. Offerors are required to submit the names of each attendee 2 weeks in advance. ALL ATTENDEES MUST HAVE A SECURITY CLEARANCE.

PROCUREMENT INTEGRATED ENTERPRISE ENVIRONMENT (PIEE) SOLICITATION MODULE:

Proposals shall be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. The Procurement Integrated Enterprise Environment (PIEE) (https://piee.eb.mil) is the Department’s core tool for facilitating full utilization of electronic processing of data and documents in the Procure to Pay environment. Within that environment, is the Solicitation Module which provides the capability for secure, timestamped submission of contractors’ proposals. The Solicitation Module was designed specifically to capture the documentation needed to memorialize the date and time of offer submissions, as well as to retain those files and the attendant time and date stamps. It supports large file sizes of 1.9 GB per file, with no limit on the number of files, as well as multiple file formats. It also is integrated with the System for Award Management for publishing associated notices in accordance with Federal Acquisition Regulation Part 5 requirements.

Vendors must register in the PIEE for the specific applications they wish to use.  Below are hyperlinks to assist with registering, Solicitation Module training and vendor customer support.

All questions/inquiries related to proposal submissions and accessing PIEE, shall be directed to the PIEE help desk.

It is the Offeror's responsibility to be fully knowledgeable and capable regarding PIEE. Offerors shall not rely on the Government to assist Offerors in understanding how to use PIEE or transmit proposals within PIEE. Offerors must fully familiarize themselves, far in advance of the proposal submission deadline, with the system: both for retrieving information and to enable them to submit their Offerors in a timely manner.

In the event that the Solicitation Module within the PIEE system is not operational, or Offeror experiences technical difficulties, or Offeror is temporarily unable to access or use the system, then the Offeror shall utilize the Mailbox [email protected].  The attachment size for acceptance by an email server would be a cumulative attachment size of 10 MB or less per email, not per individual file attached to a single email. The Offeror is NOT to submit the proposal to both PIEE and the Mailbox. The Mailbox is ONLY to be used in situations where the Offeror cannot access PIEE.
