SYNOPSIS:
The Marine Corps Installations National Capital Region-Regional Contracting Office (MCINCR-RCO), Marine Corps Base Quantico, VA currently has a requirement in support of the Marine Corps Central Command (MARCENT) for Operational, Analysis, Management Services (OAMS). The MARCENT OAMS contract will be solicited as a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set aside. This contemplated contract will be a hybrid Single Award Indefinite Delivery Indefinite Quantity (IDIQ) consisting of Firm Fixed-Price (FFP) Contract Line Items for services and Cost Reimbursement for travel and Other Direct Cost. The contract will have a five-year ordering period and a total ceiling value of about $200M. At the task order level, the use of options per FAR 52.217-9 may be applicable. The North American Industry Classification System (NAICS) selected for this effort is 541990 All Other Professional, Scientific, and Technical Services, which has a size standard of $19.5M. The Product Service Code (PSC) selected for this acquisition is R699 - Support-Administrative: Other.
This action will be solicited utilizing non-commercial contracting and negotiation procedures under FAR Part 15. All terms, conditions, evaluation procedures, and instructions to offerors will be specified in an upcoming Request for Proposals (RFP) that will be posted on the System for Award Management website (www.sam.gov) on or about 15 April 2025. The proposed solicitation number for this action is M00264-25-R-0001. All responsible sources may submit a proposal to be considered for this requirement. All interested parties must be registered in the System Award Management (www.sam.gov). It is the responsibility of the interested parties to independently review the sam.gov web link frequently for updates to any documents. Potential offerors will be responsible for downloading their copy of the RFP and amendments, if any.
SCOPE OF WORK:
MARCENT is located aboard MacDill Air Force Base (AFB), Florida and serves as a Component Command to U.S. Central Command (USCENTCOM). A two-star United States Marine Corps (USMC) General Officer (COMUSMARCENT) commands MARCENT. MARCENT consists of a Command Element, Manpower Directorate (G-1), Intelligence Directorate (G-2), Operations Directorate (G-3), Logistics Directorate (G-4), Plans Directorate (G-5), Communication Directorate (G-6), Comptroller Directorate (G-8), Staff Judge Advocate Directorate (SJA), Communications Strategy & Operations Directorate (CSO), and a Force Surgeon Directorate.
MARCENT has a need for professional services in the areas of command element, manpower, intelligence, operations, logistics, planning, communications, Operations Plans (OPLANS), Concept Plans (CONPLANS), strategy development, doctrinal reviews, operational policy reviews, crisis action planning, deliberate planning support, training and educational plans, and wargaming exercise support within the continental United States (CONUS) and outside the continental United States (OCONUS).
Place of performance will be at MacDill Air Force base, Florida and 5th Marine Expeditionary Force offices in Manama, Bahrain.
