CITY OF BENDMUNICIPAL ADVISORY SERVICES Proposals Due 3:00 pm, May 2, 2024 REQUEST FOR PROPOSALS SOLICITATION NO. 24-4131**Please note the City of Bend is now using the online eProcurement portal, Bonfire. Please use the link below to access the portal or for more information please contact the Issuing Officer**The City of Bend requests proposals to provide Municipal Advisory services for the City and the Bend Urban Renewal Agency (BURA). The City desires to enter into a three-year agreement with the option to extend for two additional one-year terms with a qualified firm experienced in providing municipal advisory services. Services to be provided include, but are not limited to, providing financial advice and assistance on City financing, development of financing plans, post-issuance compliance and development of long-term debt strategies. Detailed information regarding the scope of work and services to be provided can be found in Exhibit A - Scope of Work. Sealed Proposals will be received online by May 2, 2024, at 3:00PM as instructed on the City Bonfire Portal. Proposals may also be submitted to the City, via mail, or in person. Please contact the Issuing Officer no later than two (2) business days prior to Proposal due date to make arrangements ahead of time for an in-person submission. Hard copies will not be accepted unless the Proposer has made arrangements ahead of time. If a hard copy of the Proposal is submitted without prior coordination with the Issuing Officer, the Proposal will be returned (unopened) to the Proposer without consideration. No faxed or emailed submissions will be accepted. The RFP documents are available for download on the Portal https://bendoregon.bonfirehub.com. In order to download and respond to posted solicitations, Proposer will need to register as a vendor by visiting: (link). Once registered, follow the instructions to download the documents: 1) Log in to the Portal, 2) Under "Action" column of "Open Public Opportunities" page, click on "View Opportunity" next to Project, 3) Scroll down to "Supporting Documentation" section to download documents. Proposers are responsible for checking the Portal for the issuance of any addenda prior to submitting a proposal. Proposal results are available via the Bonfire Portal. The City of Bend reserves the right to: 1) modify, revise or withdraw this request for proposal, 2) reject any or all proposal not in compliance with public solicitation procedures and requirements, 3) select consultant on the basis of the proposals or to conduct interviews with the highest qualified proposers after scoring, 4) seek clarifications of any or all proposals, and 5) to select the proposal which appears to be in the best interest of the City.Tina Kirchner Senior Procurement Analyst 541-385-6677 Published Apr. 3, 2024. 2597124
