To All Prospective Offerors:

Under the terms and conditions set forth in the National Elevator Modernization Indefinite Delivery/Indefinite Quantity (IDIQ) Solicitation, attachments, and links, GSA requests that you provide a proposal in accordance with Section L of the subject solicitation.

Overview:                  The National Elevator Modernization Indefinite Delivery/Indefinite Quantity (IDIQ) Solicitation and resultant Contract shall establish separate, individual, Multiple Award Indefinite Delivery/Indefinite Quantity (MA/IDIQ) Contracts for elevator construction and modernization task orders valued over $1 million.  The General Services Administration (GSA) intends to award the IDIQ for a period which will include one (1) base year and four (4) one-year option periods with a maximum aggregate dollar amount of $650 million over the life of the contract.

Competition:             UNRESTRICTED.  Small business designation is determined as defined by North American Industry Classification System (NAICS) Code 238290 - Other Building Equipment Contractors with the SBA defined size standard of $22 million. This acquisition has not been set aside for a small business set aside.

Evaluation:                In accordance with Section M of the Solicitation, it is the Government’s intention to award up to six (6) IDIQ Contracts using FAR PART 15 Best Value procedures.  The associated task orders will be awarded using FAR PART 16.5 procedures including comparative analysis.

Attachments:             The base IDIQ solicitation, attached to this announcement, references 19 attachments including this Request for Proposal (RFP) cover letter; these documents are also attached to this announcement.

Attachments 10 00 through 10 09 are primarily associated with contract and task order specifications and requirements. 

Attachments 10 10 through 10 15B and the PreSolicitation Questions and Answers are primarily associated with proposal creation and submittals as referenced in Sections L and Sections M of the solicitation.    

In all cases, please use the context of the solicitation when reading and/or completing the attachments.

May 1, 2024 UPDATE: The PreProposal Conference Slides have been attached. The first set of Questions and Answers will be uploaded within the next three business days.

May 2, 2024 UPDATE: The questions and answers have been attached as well as two of the updated Housing and Urban Development (HUD) attachments that will be a part of the upcoming amendment. There will be a solicitation amendment in the next week to officially extend the request for proposals to June 6, 2024 at 11:59pm and 

(1) to amend the Housing and Urban Development (HUD Task Order (TO) Statement Of Work (SOW) to include language that
expands on the warranty period requirements - “10 H 02 rev 1 HUD Elevator Modernization DB SOW 2024 05 02.pdf” (currently
attached to this notice);
(2) to amend the HUD TO Attachment “10 H 01A rev1 - Additional Task Order Provisions and Clauses.pdf” (currently attached to this notice) to add the applicable Wage Determination clause associated with Housing and Urban Development Task Order

(3) to amend the Lafayette TO SOW to include language that expands on the warranty period requirements and ensures that offerors price managing the care of all building elevators during the modernization period (updated SOW to be attached to the upcoming amendment); 

(4)to amend the Lafayette TO CLIN 0001 in attachment “0 SF-18 Lafayette Elevator” to clarify the base price, CLIN 0001 includes managing the care of all building elevators during the modernization period (updated SF-18 to be attached to the upcoming amendment); and

(5)to amend the Lafayette TO to add an additional clauses document to include the Liquidated Damages Clause and Wage Determination clause associated with the Lafayette TO (updated attachment to be attached to the upcoming amendment).
To clarify, any maintenance during modernization is not necessary for the Housing and Urban Development Task Order as each
machine room will be taken out of service until substantial completion of each phase.
