Interested vendors that have not been previously qualified for this acquisition must submit a Source Approval Request (SAR) package to the Source Development, Small Business Office at 405-739-7243. As prescribed in FAR 9.202(e), the contracting officer need not delay a proposed award in order to provide a potential offeror with an opportunity to demonstrate its ability to meet the standards specified for qualification. Copies of Tech Order Manuals may be requested. It is the contractor’s responsibility to provide a fully executed copy of the DD Form 2345 with all requests for Tech Orders. This office is not responsible for untimely or misdirected requests.
In accordance with DAFFARS 5309.105-1 the Supplier Performance Risk System (SPRS) is checked for supplier risk assessments when determining responsibility. DFARS 252.204.7303(b) states that the contracting officer shall verify that the summary level score of a current NIST SP 800-171 DoD Assessment (i.e., not more than 3 years old, unless a lesser time is specified in the solicitation) for each covered contractor information system that is relevant to an offer, contract, task order, or delivery order are posted in Supplier Performance Risk System (SPRS). Offerors are required to represent they will implement National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171 SP 800-171 (reference the provision DFARS 252.204-7008). A score of 110 must be in SPRS, if assessment score is less than 110 a contractor must submit a plan with their proposal to become compliant.
FIRST ARTICLE REQUIREMENTS:
(a) First Article Test Report to be delivered 120 days from the date of contract award. Technetics Group is to send notification to DCMA 3 calendar days prior to shipment of First Article asset. The Government will provide written notice of approval/disapproval within 90 days after receipt of the First Article package.
Delivery of new manufacture assets (23 each) to be delivered 30 days after approval of First Article asset and submission of First Article Test Report.
(b) First article test report should include but not limited to:
1. Certifications for all purchased hardware/material.
2. Dimensional check worksheet.
3. A copy of the latest calibration certifications for all measuring instruments used to perform the dimensional checks.
4. Certifications for any work not performed by the contractor, if applicable.
5. Job travelers. Job travelers should include process from start to finish, even if the first article is requested without coatings.
6. Results of all testing requirements indicated on drawing.
(c) Submit First Article Test Report to: Government:

Note: Upon completion of First Article testing, additional disposition instructions will be provided by the Government Engineer, Contracting Officer or Contract Specialist via email.
(d) Approved First Article asset (3 each) will be delivered to the Government with the balance of the contract.
