INTRODUCTION
This Request for Information (RFI)/Sources Sought Notice is being issued by the Naval Sea Systems Command (NAVSEA), on behalf of the Auxiliary and Special Mission Shipbuilding Program Office (PMS325), for the Next Generation Logistics Ship (NGLS) Program. PMS 325 is conducting market research to identify responsible sources with the capability to design, develop, and deliver NGLS and that are interested in an upcoming Concept Refinement contract. The NGLS is intended to perform Refuel, Resupply, and Rearm missions and be capable of operating in contested and non-contested environments. This notice seeks to understand industry capabilities, interest, and to inform future acquisition strategies, ensuring that the NGLS program delivers to operational requirements and integrates seamlessly into the existing and future naval logistics infrastructure.
This market research is being performed in accordance with FAR Part 10, and is an attempt by the Navy to procure commercial products and commercial services to the maximum extent practicable. The Navy intends to use the results of this market research to determine the below in the stated order of priority. Accordingly, industry respondents are requested to identify how their potential solution aligns thereto.
A commercial product or commercial service on an existing governmentwide contract can meet the agency's requirements;
The requirements could be modified so the agency could use an existing governmentwide contract;
commercial product or commercial service is available from another source;
A commercial product or commercial service could be modified to meet the agency's requirements; or
The requirement can only be satisfied by a nondevelopmental item.
If a commercial product or service that meets the above ordered categories is not available, a description is requested of how the identified non-commercial solution is the only known means of fulfilling the requirement.

INSTRUCTIONS TO INTERESTED PARTIES
Please respond to the entirety of the enclosed Market Research questionnaire items. If responses have been previously provided to NAVSEA via earlier market research engagements, and no changes or updates have occurred since submission, please identify that the information previously provided (with reference) still stands.
Responses should use the Market Research Questionnaire format (Enclosure 1). Respondents shall indicate the extent to which incorporation of their feedback will influence their ability and/or interest in pursuing this opportunity.
All respondents, including small businesses, interested in this acquisition MUST complete the questionnaire to enable the requisite Government assessment of interest and responsibility for the requirement. Please note that failure to respond to this RFI may affect the Government’s sourcing or small business set aside decision.

Comments that recommend changes to the draft documents must provide a supporting rationale for how the proposed change will quantitatively impact system performance, cost, and/or schedule.

Submissions may be accepted after this date, but untimely feedback is less likely to contribute to NAVSEA’s strategic planning. RFI responses are requested in Microsoft Office formats.

Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable, or suffer any consequential damages, for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations.
Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this RFI. Although the Government may ask for clarifications pertaining to submitted information, responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued.
