The Defense Health Agency (DHA) intends to award a sole source contract under the authority of 41 U.S.C. 1901, to Abbott Laboratories Inc. (Abbott), 100 Abbott Park Road, Abbott Park, Illinois 60064-6095, for the provision to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to provide required lease agreement for three (3) Abbott ALINITY ci Analyzers and one (1) ARCHITECT i1000SR immunoassay analyzer, ancillary and automation system upgrades, Cost-Per-Test Agreement, Consumables (reagents) and Maintenance Support Services to Naval Medical Center Portsmouth, VA (NMCP) to annual quantities in Attachment 1 and meeting all requirements in Attachment 2. The period of performance is 01 January 2026 through 31 December 2026 with 4 (four) 12-month option periods.
Generally, NMCP’s requirement is for chemistry/immunoassay analyzers of the same model which can perform the same tests to work together and form a chemistry/immunoassay system capable of performing general chemistry, special chemistry, immunoassay, and screening for electrolytes, therapeutic drugs, drugs of abuse, toxicology, hepatitis, diabetes, hepatic diseases, thyroid diseases, cardiac diseases, anemia panels, and autoimmune diseases. Abbott will provide a lease of four (4) total Abbott Chemistry and Immunochemistry Systems/Units including Three (3) Alinity ci series analyzers, One (1) Architect i1000SR analyzer and subcomponents which comprise of One (1) Desealer module, Two (2) Tube identification modules (TIM), one (1) 15K storage with a storage align module kit, one (1) Slot Non-STAT Divert module, one (1) Preassembled double straight Spur Set, accessory and tool kits and three (3) ALINITY ci Series System Control Modules. The Abbott chemistry/immunoassay analyzer system can perform at least, but not be limited to, the tests and of performing each test at least at the minimum workload identified in the Minimum Estimated Required Workload – Tests (attached).

NMCP requires a testing throughput of 1,550 tests per hour in the current laboratory footprint with no changes to utilities ((3) 208V 30A L6-30R Type Plugs). Additionally, as a Level II Trauma Center the test menu must include GFAP UCH-L1 (TBI) for the use of ruling out CT scans. Abbott is the only vendor with first pass linearity up to 1,500 for critical enzymes and tests such as ALT, Amylase, CK and bHCG to minimize timely dilutions that cause delays in patient care, and critical for acute intervention from the provider. NMCP requires Immunoassays with least amount of Biotin Interference which can lead to falsely high results in competitive immunoassays and falsely low results in sandwich immunoassays. Abbott immunoassays have the least number of assays produced with Streptavidin-Biotin Immunoassays.
This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 10 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information, or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
