Special Notice of Intent to Award Sole Source Synopsis IAW FAR FAR 13.105(a)
The 2nd Contracting Squadron on Barksdale Air Force Base hereby submits an intent to award a sole source synopsis. The Government intends to award a firm-fixed-priced contract to Johnson Controls INC. utilizing Simplified Acquisition Procedures as authorized by FAR 13.501. This synopsis has been tailored to comply with the requirements of FAR 5.101(a)(1) and FAR 13.105(a).

Lack of competition justification:
Market research was conducted and only one source, Johnson Controls, can meet the government’s needs. In addition, investing in different EMCS filed controllers would require a complete change-out of software and hardware components with an estimated cost of $50M.

This notice does not constitute a solicitation document. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency for future acquisitions. All information received after publication of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. The Government will not be responsible for any costs incurred by responding to this notice. The Government will not pay for information received. Firms who desire to challenge this sole source action must submit an interest letter (email is acceptable) that demonstrates technical expertise, certifications, and authorization to compete for this acquisition. The letter must describe clear and convincing evidence that competition would be advantageous to the Government and will not be cost or time prohibitive.
