THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Reference#: 12259328, Contract Operations Division – National Capital region (DNA/COD-NCR) intends to award a firm fixed price sole source contract under the authority of FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to:

The anticipated award will be made under the statutory authority permitting Other than Full and Open Competition pursuant to FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements.”
The objective of this sole source award is to provide ABL 90 Blood gas machine supplies to the existing level of effort for the Respiratory Therapy Service Department, Bldg. 54, 8901 Wisconsin Ave, Bethesda, Maryland. 20889:
The clinic performs arterial/venous blood gas screenings for patients and uses Radiometer machines and supplies to produce results. There are two Radiometer ABL90 machines in Respiratory Therapy Service, and these analyzers are critical to ensuring timely results for patient care.
This notice of intent is NOT a request for competitive proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Phone calls will not be accepted. A request for documentation or additional information or submission that only ask questions will not be considered as an affirmative response. A determination by the Government to not compete this proposed action based upon response to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
Interested parties capable of providing the requested ABL 90 Blood gas machine supplies may submit their capabilities and price list by responding to this notice no later than 1700 (5 P.M.) Eastern Standard Time, 7 July 2025 by email to [email protected]. Capabilities and price lists shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment.
