The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a Firm Fixed Price (FFP) single source award to Acutronic USA, Inc. (Acutronic), 700 Waterfront Drive, Pittsburgh, Pennsylvania for the Annual Maintenance for the ERDC Centrifuge.
The Engineer Research and Development Center (ERDC), Geotechnical and Structures Lab (GSL) large-beam centrifuge has supported research in the fields of geotechnical, structural, coastal, hydraulic, and environmental engineering, in addition to force and infrastructure protection and requires a multi-year maintenance contract to support ongoing operational research in the Centrifuge Research Complex (CRC). To maintain the current operational capability of the centrifuge, an annual maintenance contract is required. Acutronic possesses unique expertise in the assessment, maintenance, and repair of large beam centrifuges, specifically the large-beam models such as the 684 Model of which there are only two known models in the world. Their technicians have over 30 years’ experience designing and maintaining this large beam centrifuge and per our request improved their product by integrating US power requirements, produced by Rockwell USA, to retrofit their motor control systems. This long-term and growing expertise is critical for accurately diagnosing potential issues and performing repairs safely and effectively to this unique machine. Acutronic maintains proprietary technology and design features for all their centrifuges therefore they control access to technical documentation and support that is not readily available to other vendors.
The award will be issued in accordance with FAR 13.500. The applicable North American Industrial Classification System Code (NAICS) code is 811310 (Commercial and Industrial Machinery and Equipment (except Automotive and Electronics) Repair and Maintenance) with a size standard of $20.5 million annual receipts. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
