NOTICE OF REQUEST FOR PROPOSALS (RFP) FOR CITY OF TRACY PROGRAM MANAGEMENT SERVICES ON MULTIPLE PROJECTS NOTICE IS HEREBY GIVEN that the CITY OF TRACY (hereinafter "CITY") requests proposals for the PROGRAM MANAGEMENT SERVICES ON MULTIPLE PROJECTS (FROM SEPTEMBER 1, 2025, THRU JUNE 30, 2030) and will receive proposals in the office of the City Engineer addressed to: CITY OF TRACY – OFFICE OF THE CITY ENGINEER ATTN: VERONICA CHILD, MANAGEMENT ANALYST II 333 CIVIC CENTER PLAZA TRACY, CA 95376 UP TO THE HOUR OF 5:00 P.M., ON THURSDAY THE 3RD DAY OF JULY 2025. 1. The services to be performed by the successful PROPOSER(s) are described in the Request for Proposals (which is attached). Additional Copies of the Request for Proposals are available from the CITY’S website: www.cityoftracy.org. [email protected]. 2. Any changes to the RFP will be posted on the CITY website in the form of an addendum. Proposers shall periodically check the CITY website at www.cityoftracy.org for any addenda issued for this request and acknowledge the inclusion in proposal documents. 3. Proposals shall be submitted and clearly marked as follows: “SEALED PROPOSAL FOR PROGRAM MANAGEMENT SERVICES ON MULTIPLE PROJECTS (FROM SEPTEMBER 15, 2025, thru JUNE 30, 2030) – DO NOT OPEN WITH REGULAR MAIL.” Three (5) hard copies and (1) electronic copy (Flash Drive is the preferred method, emails will not be accepted) of the proposal are required. The electronic copy does not replace the requirement for a hard copy submittal. Only hard copy submittals received by the City of Tracy, Office of the City Engineer, by the deadline will be reviewed. The not to exceed cost including fee schedule shall be enclosed separately in another envelope clearly marked “PROGRAM MANAGEMENT SERVICES” FOR CITY OF TRACY “COST ESTIMATE & FEE SCHEDULE”. This envelope shall be sealed and inserted inside the above large, sealed envelope marked “Sealed Proposal for Program Management Services on Multiple Projects.” 4. All responsive proposals shall be reviewed and evaluated by the CITY in order to determine which PROPOSER best meets the CITY’s needs by demonstrating the competence and professional qualifications necessary for the satisfactory performance of the required services. The criteria by which the CITY shall evaluate Proposals are set forth in the Request for Proposals. 5. The CITY reserves the right to reject any and all Proposals or waive any irregularities in any Proposal, this Request for Proposals, or the proposal process. 6. The City, through this RFP, intends to compare proposals and will select one or more qualified consultant(s) for provide program management services. A Master Professional Services Agreement (MPSA) (Exhibit A) will be executed between the City and the selected consultant(s).
