California has joined national lawsuits against manufacturers, distributors, and other entities responsible for aiding the opioid epidemic and anticipates receiving funds from several opioid judgments. Cities and counties will receive 85% of funds from California’s opioid settlements and 60% of funds from the Mallinckrodt Bankruptcy. These funds are intended to be used for opioid remediation purposes and must be expended on activities focused on prevention, intervention, harm reduction, treatment, and recovery services in California communities. Funds from the opioid settlements are subject to the requirements listed in Exhibit E to the National Opioid Settlement Agreements. The Napa County Health and Human Services Agency (hereafter “County”) is issuing this Request for Proposals (RFP) from qualified organizations to provide opioid remediation programs and services. The County intends to fund as many projects as possible to maximize the impact of these funds throughout the community. The County recently completed the Community Health Assessment (CHA) (done in conjunction with Providence Queen of the Valley Medical Center) and has regularly engaged the Napa Opioid Safety Coalition (NOSC) in collaborative strategic planning providing a unique opportunity to align opioid settlement funding to address priorities that emerged.
