Pre-Solicitation Notice:

This is a pre-solicitation notice for the Add / Repair Fitness Center B622, Misawa Air Base (MAB), Japan.  The contractor shall provide all supervision, management, quality control, labor, tools, equipment, materials, and performance of all civil, architectural, structural, mechanical, fire protection, electrical, telecommunication, environmental remediation work, cybersecurity of facility-related control systems, demolition, anti-terrorism/force protection measures, utilities, site improvements, pavement work, and landscaping work necessary to provide a complete and usable Fitness Center Facility, B622 in accordance with the specifications and contract drawings.  The work includes replacing all existing exterior aluminum windows with AT compliant windows; repair architectural exterior façade; repair roof; remove and replace all interior wall, floor and ceiling finishes; paint interior walls and ceiling; provide new insulation assemblies; remove and replace all existing doors, door frames, door hardware, caseworks and cabinetries; remove and replace all existing domestic hot water and plumbing systems; remove and replace all plumbing fixtures in restrooms, showers, saunas, and steam rooms; remove and replace existing electrical system; remove and replace light fixtures with energy efficient fixtures; reconfigure main entryway to  provide entry control, improved security measures, and tracking of building patrons; reconfigure interior spaces to improve functionality, flow, and efficiency; remove and replace all existing hot water systems; replace existing heating and ventilation system with energy efficient HVAC system; and installation of energy monitoring control system (EMCS).  Provide new wet pipe fire sprinkler system, fire alarm, and mass notification system.  Expand the existing footprint for new storage and receiving spaces.  ACM and LBP abatement as required; dispose of hazardous materials as necessary.

The performance period is expected to be 700 calendar days (CDs) including 30 CDs mobilization.  The magnitude of this construction project in terms of the estimated price range stipulated in Federal Acquisition Regulation (FAR) 36.204, as supplemented in Defense FAR Supplement (DFARS) 236.204 is between $10,000,000.00 / ¥1,457,323,000 and $25,000,000.00 / ¥3,643,307,500 (¥145.7323 = $1.00, FY25 U.S. government exchange rate for the purpose of this pre-solicitation notice). 

The government anticipates solicitation issuance on or about 24 Apr 2025.  The proposal will be due approximately 45 days after the solicitation is issued.  The pre-proposal conference/site-visit will be conducted on or about 15 May 2025 in the 35th Contracting Squadron, Bldg. 656, Misawa Air Base, 1-chome, Hirahata, Misawa-shi, Aomori-ken, Japan to explain the Request for Proposal (RFP) including a question-and-answer session and examination of the general and local conditions of the project sites.  All offerors are highly encouraged to attend the conference/site visit as the solicitation will include FAR clause 52.236-3 entitled “Site Investigation and Conditions Affecting the Work”.  All details regarding dates, location, and contract information will be identified in the solicitation when issued.

The contract award will be made to a single offeror who provides the government with the best value, using Subjective Tradeoff (STO) process in accordance with FAR Part 15, DFARS 215.300, Department of the Air Force FAR Supplement (DAFFARS) 5315, and Mandatory Procedure (MP) 5315.3, with evaluation factors to be included in the RFP consisting of; 1) Past Performance, and 2) Price.  The contract will be awarded as a Firm-Fixed Price.

In order to be eligible for an award, registration in the System for Award Management (SAM) database is required at http://www.sam.gov; however, the following must be satisfied due to the award and performance to be made in Japan.

[Note to firms located in other than Japan]:  The offeror is required to represent that it is duly authorized to operate and to do business in the country of Japan in which the contract is to be performed, in accordance with DFARS 252.225-7042, “Authorization to Perform”.  Also, the resulting contractor shall, without additional expense to the government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government (the Japanese government) and political subdivision laws, codes, and regulations applicable to the performance of the work in accordance with FAR 52.236-7, “Permits and Responsibilities”, as supplemented by DAFFARS 5336.507.

This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any bid/proposal preparation costs.
