Bids received after the above time and date shall not be considered, except as provided in the section in the IFB entitled “Late Submission.” The bid shall be in a sealed envelope properly labeled on the outside with the project name and number and the bid opening date. Unless specifically authorized in writing by VIA, no telegraphic or tele-faxed bids will be considered.
