This notice of intent is to inform interested parties that the National Institutes of Health, intends to award a sole source contract/purchase order to Lab Products for the procurement of:
25 / CS 100 - 15 oz. wedge shaped threaded water bottle
25/ CS 100 - high temperature plastic One Cap™ twist cap
These items are required for the purpose of replacement parts to continue ongoing operations in the laboratory environment. The total value of the acquisition is estimated to be below the Simplified Acquisition threshold and the items will be delivered to the requester’s location at 9000 Rockville Pike, Building 14G, Room 101, Bethesda, Maryland 20892. The Government has determined that the procurement of these items from Lab Products is appropriate under FAR 13.106-1(b)(1)(i), which allows for the award of a contract to a single source when the circumstances dictate that only one vendor can provide the required items. The justification for a sole source award is based on the following:
Brand/Part-Specific Requirement: The threaded water caps and twist caps are proprietary items, designed specifically by Lab Products to be compatible with the existing equipment. Substitution with other parts is not feasible due to compatibility, safety, or operational concerns.
The procurement will be conducted under Simplified Acquisitions Procedures (SAP) as outlined in FAR 13, and the total contract value is estimated to be under the Simplified Acquisition Threshold (SAT) of $250,000.
This notice serves as a Notice of Intent to award a contract and is not a request for proposals or quotations. No requests for capability briefings will be considered. A solicitation package will not be posted publicly and requests for copies of the solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement in the future would be in the best interest of the Government.
