Invitation to Bid NOTICE IS HEREBY GIVEN THAT sealed bids will be received by the City of Fellsmere until 2:00 PM on July 28th, 2025, the deadline, at which time the bids will be opened, for furnishing all labor and materials for the following project: Project Title: Rail Trail from Broadway to State Park FM 448995-1-58-01 Construction of a segment of the Trans Florida Central "Rails-to-Trails" Corridor, to include provision of materials, machinery, equipment, labor and utilities to construct a 12' wide ADA compliant, paved, non-motorized trail with stormwater swale drainage and outfall culverts, including but not limited to: clearing, earthwork, subgrade, base, surface course, stormwater management and ancillaries needed to complete the specified construction. Bids may be sent by mail or hand-delivered to 22 S. Orange Street, Fellsmere, FL 32948. Bids will be publicly opened and read aloud at the above office immediately following the above-stated closing time (bid deadline). Bids may be filed electronically on the Central Bidding website, through the link below: https://www.centralauctionhouse.com/Category/10810/CityofFellsmere Bids received after the time set for the opening of the bids will not be considered and will be returned unopened, subject to the provisions of the Instructions to Bidders. Copies of the instructions to bidders, bid forms, plans, general conditions, specifications and other bidding documents are on file in the above office and open for public inspection. Refunds will be provided if bidding documents are returned unmarked and in good condition within ten days of the bid opening. Additional complete sets of bid documents will be available at a cost of $50.00, non-refundable. All bids shall be submitted on the Bid Proposal forms provided in the Specifications. Bid security in the amount of five percent (5%) of the bid must accompany the sealed proposal of each bidder as follows: a cashier’s check, a certified check or a surety bond payable to the City of Fellsmere. Deposits will be returned to unsuccessful bidders. If the Contract is awarded to a Bidder, that Bidder shall enter into a Contract with the City and furnish the required Performance and Payment Bonds and Certificates of Insurance or forfeit the Bid Bond or security as liquidated damages. A contract must be executed within ten (10) days following the award of the successful bidder. The City reserves the right to delay the awarding of the Contract for up to sixty (60) days after the bid opening, to waive informalities in any bid, or to reject any or all bids in whole or in part with or without cause/or to accept the bid that, in its judgment, will serve the best interests of the City.
