REQUEST FOR INFORMATION COVER SHEET
THE SERVICING OFFICE
1.0 Description
1.1 The USDA Rural Development (RD) in support of The Servicing Office is seeking information on how an interested contractor could provide loan servicing (servicing current, delinquent, terminated loans) and grant servicing: loss mitigation services; bankruptcy and foreclosures services; management and disposition of acquired properties; and provide accounting reports/data to the Single- Family Housing (SFH) Direct Loan portfolio, a complex loan type portfolio.
1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the USDA RD is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on SAM and GSA eBuy. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.
2.0 Background
2.1 The Servicing Office is a financial services provider offering a wide range of lending products and operational support services. It ensures and verifies transactional input to the financial reporting and servicing systems and related financial records in accordance with requirements applicable to Federal, State, local statutes, Agency regulations and policies, Office of Management and Budget, Department of Treasury, Government Accountability Office, General Accepted Accounting Practices and Improper Payments Elimination and Recovery Improvement Act. With continued growth, we seek to streamline our internal processes and ensure consistency in documentation, communication, and compliance across all Federal, state, local and Agency guidelines.
3.0 Requested Information
3.1 Please submit your responses addressing the items in the Request for Information attached. “Do not send pricing, marketing materials, brochures, pamphlets, etc.”
3.2 Your response will assist the Government with acquisition planning, regarding the appropriate acquisition method, contract type/pricing structure, contract line item (CLIN) structure, labor categories, NAICS, potential evaluation criteria, etc.
4.0 Responses
4.1 Interested parties are requested to respond to this RFI no later than Wednesday, 16 July 2025, 4:00 PM EST. Responses shall be submitted via e-mail to the Contracting Officers: [email protected]; [email protected]; and [email protected] with the subject line indicating, "YOUR COMPANY NAME - RFI LOAN SERVICING". Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.
4.2 There will be an Industry Day, tentative the week of 7 July 2025. More details will be posted on SAM.gov.
